Missouri Introduces Age-Verification Rule for Online Adult Sites

Missouri has announced a new age-verification regulation for online adult websites under the Missouri Merchandising Practices Act, aimed at shielding minors from explicit content. The rule, set to take effect on November 30, 2025, requires platforms with at least one-third sexually explicit material to adopt strict age-verification measures or integrate facial recognition technology.

Missouri Attorney General Catherine Hanaway highlighted the intent of the rule, which is to hold corporations accountable while safeguarding children, women, and victims of human trafficking. Civil penalties, along with the enforcement actions and potential bans of operating in the state, will apply to non-compliant platforms.

Research from the Attorney General’s Office shows most children are exposed to adult content as early as 11 or 12, with the majority encountering it during adolescence Officials warn that early exposure to this content can harm the brain, emotions, and relationships. It can also lead to more serious issues like sexual exploitation and trafficking.

“This rule is a milestone in protecting Missouri families,” Hanaway said. “Companies profiting from explicit material must prove their users are adults or they will be shut out of our state.”

The decision comes in response to the increasing push, both in the U.S. and around the world, for tougher measures to protect children online.

Age-Verification Rules Expand Across States and Nations

In Texas, Utah, Louisiana, Arkansas, and Virginia, which have enacted related age-verification legislation, adult sites are liable if minors view explicit material without restrictions. Other countries, including the UK, Australia, and France, are also advancing with stringent age-verification systems as part of a global initiative to enhance digital child protection.
