Thailand Enforces Biometric Liveness Detection for SIM Card Registration

Thailand has required biometric liveness detection for all SIM card registrations to enhance its protection against identity theft and fraud related to mobile devices.

As reported, the National Broadcasting and Telecommunications Commission (NBTC) has issued a new rule. This rule requires telecom operators, like True and Advanced Info Service (AIS), to use real-time biometric verification for all SIM cards, both prepaid and postpaid. This measure took effect on August 18, 2025.

The NBTC commissioner, Natthorn Phaosunthon, reportedly stated that the initiative concentrates on protecting consumers and building confidence in telecommunications. The system verifies users through live photos and video authentication. This method prevents criminals from misusing SIM registration with stolen or fake images.

While registering for new SIMs, users must take simple actions, like blinking or staying still, to show they are real people and not just images, videos, or masks. This requirement applies to all new SIM card registrations, SIM swaps, and number retention processes. Thus, identity verification will be accessible through mobile apps, service centers, and licensed dealers nationwide.

Thai nationals must provide original national ID cards, while foreign residents must provide passports. Businesses must provide their incorporation certificates and valid documents for their authorized representatives. All verification must follow NBTC regulations and Thailand’s Personal Data Protection Act B.E. 2562.

The decision comes as telecom crimes and online scams are rising in Southeast Asia. Many of these scams involve SIM card fraud. At the GSMA Digital Summit, experts warned that increasing SIM-related scams are threatening Southeast Asia’s digital economy. They called for stronger methods to verify identities. They also recommended using biometric authentication, along with the multi-factor verification and one-time password (OTP) to improve overall security.

Thailand Joins Other Nations in Enforcing Biometric SIM Registration with Strict Penalties

Thailand has ordered law enforcement to closely check if the SIM retailers are following SIM registration rules. SIM Retailers that fail to comply with the regulations will have to face fines and possible imprisonment. Thailand is now requiring biometric registration for SIM cards, similar to countries like Indonesia, Nigeria, Rwanda, Cameroon, Russia, and Pakistan. This measure aims to reduce fraud and enhance digital security.
