Telegram- a messaging app, has been investigated fully in South Korea since the higher authorities looked into the app’s role in expanding AI-generated deepfake pornography. However, the Seoul National Police Agency has now announced an official investigation into the forums after it was revealed that Telegram is participating in the distribution of explicit deepfake content with a primary focus on young women and underage girls.
This investigation comes off the back of the current arrest of Telegram’s billionaire co-founder Pavel Durov in France, where he was accused of allowing criminal activities to advertise the platform. Hence, the news has outraged the public here in South Korea because it is plagued by the fastest-growing ratio of online porn crimes. The police in South Korea decided to scrutinize Telegram for the distribution of deepfakes porn amidst growing concern over the unmistakable lack of action from the app against the expansion of illegal content. This concealed messaging app, highly favoured for its privacy features, has suddenly become a hub in the distribution of illicit and hazardous material, including deepfake pornography.
Moreover, these AI-generated images often superimpose the original faces onto fake bodies or current pornographic content, creating highly original and impaired content. Despite Telegram’s protest of checking and removing the illicit content, the forum’s effort has become a big question, particularly when investigations expose the scope of issues. South Korean officials have set a goal to charge the platform with responsibility and work with international law enforcement bureaus to put an end to the problem.
Deepfake pornography proliferation has driven home the premier outrage in South Korea, where online sex crimes have reached unparalleled dimensions. Victims of deepfakes, particularly young women and girls, directly undergo extreme emotional and mental stress and discomfort owing to the exploitation of their images.
The public outcry against the whole incident is being further fueled due to the overview that social apps, like Telegram, are doing nothing to protect such content from spreading. Furthermore, the South Korean government, under the leadership of President Yoon Suk Yeol, has proclaimed an “emergency” about online sex crimes and highlighted strong regulation along with effective enforcement. The deeper the investigation goes, the more pressure will mount on Telegram to further enhance the content modification policies.
The fact that Telegram has been investigated time and again for the distribution of deepfake pornography in South Korea drives across a loud message of how immediate and pressing the need is to form and consolidate stringent regulations and international cooperation to fight sex crimes.
While Telegram itself checks for and removes the explicit content, this situation in South Korea shows some weakness within the forum in resolving these issues efficiently.
While the case is a test of South Korea’s sovereignty to hold accountable those individuals, it tends to depict how innovations can create problems and the need to protect people from being harmed. The results of the investigation may alter how the online platforms are modulated and brought to book for unlawful exercises, not only in South Korea but around the world.
