France Mandates Age Checks on Adult Sites to Block Underage Access

France has introduced a new law that requires adult websites to have strict age checks. The goal is to prevent minors from accessing explicit content.

Starting April 11, both French and non-European websites must block users who cannot verify their age with an official ID and use facial recognition, or other secure methods for identification. Websites based in European Union (EU) countries will follow these same rules starting June 7.

The French regulator, ARCOM (Regulatory Authority for Audiovisual and Digital Communication), is responsible for enforcing the law using a method called “double anonymity.” This system verifies the age of the user while keeping their identity private. An ARCOM spokesperson explained that this approach aims to only protect children while respecting the privacy of adults.

Despite having some protections, privacy advocates are dissatisfied with the new law. The company Aylo, which runs PornHub, YouPorn, and RedTube, is challenging the law in French courts.

Several countries are enforcing stricter age verification laws to block minors from accessing adult content online. The U.S. state laws and Australia’s proposals require robust checks like ID and facial recognition. Germany, Canada, and India have also introduced similar measures, while the EU’s Digital Services Act enforces age assurance across member states. These global efforts reflect a shared push to protect children through tighter digital content regulations.

The Online Safety Act was implemented in the UK in January. This legislation mandates robust age verification for adult websites. Platforms like PornHub and OnlyFans must follow these rules by July. Ofcom reports that about 80% of UK adults support using age verification tools to stop children from accessing online adult content.

Age verification technology used for age estimation must meet France’s double anonymity standard, ensuring secure, data-free verification that protects user trust. It must prevent false positives and block minors from bypassing checks with tools like recorded images. Facial recognition tools used for estimating age need to have strong protections against fraud. These tools should be fair, tested on a variety of data, and follow important guidelines. They must be accurate, proportional, limit data use, be clear and open, easy to access, secure, and respect user rights.
