Canada Proposes Age Checks for Online Adult Content Access

In Canada, lawmakers are reintroducing bills to ensure that age checks are made. The law will help stop minors under 18 from accessing adult content on the internet. On May 28, 2025, Bill S-209, which had lapsed, was once again brought for debate in the Senate.

 It aims to prevent minors from evading age restrictions on pornographic websites.

The proposed law authorizes the use of both age verification and age estimation technologies as a legal protective measure for content platforms. This law mandates that these checks can be performed by independent third parties to ensure objectivity and impartiality. 

The data privacy remains central, and only essential personal information is collected. However, it is crucial that the data must be erased once the age check of the person is complete.

The bill also requires that all age assurance methods follow recognized privacy standards and current best practices. Methods to verify a person’s age include biometric-based solutions, such as facial age estimation.

The Office of the Privacy Commissioner of Canada is expected to release updated guidance along with a public consultation. Companies should establish clear guidelines for handling biometric data.

A similar bill passed the Senate in 2023 but stalled in the House of Councilors due to criticism. Canada is taking another cautious step to control access to adult and age-sensitive content by using digital identity checks.

As biometric and privacy-preserving technologies evolve. Policymakers continue to strike a balance between protecting youth and respecting data rights. It determines age assurance at the center of the national digital policy.
